Martha’s Vineyard’s has a largely seasonal, resort and second home based economy that helps make year-round rentals a scarce commodity. When an Island household does avoid the “summer shuffle” with a 12 month lease it is often is at a cost higher than the30% of a gross income towards housing considered reasonable by the federal Department of Housing and Development. Additionally, market rents from landlords generous enough to forgo summer rentals still reflect our high cost of living; apartment quality varies widely; lease renewal is often interrupted as properties are sold; and the responsiveness of individual landlords to the ongoing need for rental property management can be erratic.
